English Councils Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a latest study of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of local authorities are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and land to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent announced its property management strategy included the disposal of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week further found local finances being strained by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the report.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
